To help maritime employers maintain acceptable standards for their international work force, these Guidelines are based on ILO maritime conventions and recommendations, and recognised good practice in the shipping industry. They are also relevant to compliance with STCW and the ISM Code and contain advice on compliance with the most important ILO maritime convention, ILO 147, which is subject to port state control.  

Anyone involved with the employment of seafarers should read these Guidelines.
